Japan’s Ministry of the Environment has named Fukuchiyama City in Kyoto Prefecture as a Decarbonization Leading Area. This selection is the first of its kind in the North Kinki region, alongside Toyooka City. The city aims to achieve net-zero carbon emissions from electricity consumption within designated areas by 2030 through a unique model that integrates renewable energy with social welfare.

The city’s project, titled Decarbonisation x Child-rearing and Sports Town Development, addresses both environmental targets and the “experience gap” among local children. Fukuchiyama City developed the proposal alongside ten partner organisations. It focuses on two primary pillars: the installation of community-aligned renewable energy infrastructure and the creation of a sustainable regional employment model.
Infrastructure plans include the development of approximately 4.17 megawatts of solar capacity. A 2.6-megawatt off-site solar facility will be constructed on the former site of a pig farming complex in the Yakuno area using citizen investment. Additionally, the city will implement 1.57 megawatts of agrivoltaics, also known as solar sharing. These systems feature adjustable panels that balance crop growth with electricity generation, allowing agricultural land to remain productive while contributing to the local energy grid. The city estimates these installations will reduce CO2 emissions by 2,210.1 tonnes annually.

The social component of the “Fukuchiyama Model” introduces a regional problem-solving side job system. Under this scheme, individuals work at local businesses during the day and serve as coaches for community sports clubs during evenings and weekends. This dual-employment approach ensures a steady supply of instructors for youth activities while supporting the local economy. Furthermore, a portion of the revenue generated from renewable energy sales will be reinvested into educational and cultural programmes for children. This mechanism links the quality of life for residents to climate action and social equity.
Fukuchiyama City has a history of energy initiatives, having established Tantan Energy Co., Ltd. in 2018 and declaring itself a Zero Carbon City in 2021. The current project serves as a catalyst for broader regional development. The city plans to begin power generation and full-scale community reinvestment by fiscal 2028, with the goal of reaching its decarbonisation targets by 2030.
