Otetsutabi has signed a collaboration agreement with Yamanouchi Town in Nagano Prefecture to address labour shortages, foster “relationship populations,” and promote sustainable regional development.

Yamanouchi Town, celebrated for attractions like Shiga Kogen, Kita-Shiga Kogen, Yudanaka Shibu Onsen, and Jigokudani Monkey Park, draws a steady flow of domestic and international tourists. Its climate and pure water resources also support a thriving agriculture sector, especially in fruit and mushroom production. However, an ageing population has deepened labour shortages across tourism and agriculture, raising concerns about future workforce sustainability.
Otetsutabi is a service that merges short-term work with travel, connecting businesses facing staffing shortages with travellers who wish to work while exploring new places. Its network of around 1,900 registered businesses spans all 47 prefectures of Japan.
Prior to the agreement, 22 accommodation businesses had already partnered with Otetsutabi, employing nearly 400 users out of 1,200 applicants by mid-April 2025. The new collaboration seeks to broaden this usage, simultaneously easing labour gaps and building a loyal following for Yamanouchi. Plans include bolstering facilities to welcome more international tourists while cultivating a resilient domestic visitor base.

Key initiatives under the collaboration include:
- Addressing labour shortages linked to demographic decline and rising inbound tourism.
- Building “relationship populations” through varied work experiences across industries.
- Streamlining enquiry and support channels for Otetsutabi service users.
- Promoting the partnership’s efforts through active external communication.
Rina Nagaoka, CEO of Otetsutabi, shared her reflections: “Yamanouchi Town holds a special place for us as it was the first to welcome our participants, with Shiga Kogen Iyashinoyado Sachinoyu at the heart of our beginnings. Renewing our partnership fills me with a sense of returning to our origins. We hope to move beyond seasonal activities to year-round engagements, envisioning a future where Yamanouchi gains even more dedicated supporters. Expanding our model into the town’s vibrant primary industries is also a priority.”
