MLIT opens applications for first Circular Economy Ports in Japan

The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) Port and Harbour Bureau has started recruitment for the first Circular Economy Ports (CE Ports) in March, aimed at strengthing the role of ports as essential hubs for the distribution of circular resources. It will establish logistics systems centred on ports and promote wide-area resource circulation across Japan.

The ministry defines a Circular Economy Port as a facility that addresses various social demands related to the circular economy. These include managing the increasing volume and variety of circular resources, meeting the demand for small-lot transport, and implementing measures to prevent negative impacts on the surrounding environment or other cargo. The project involves collaboration between port managers, recycling companies, logistics operators and relevant government ministries.

Prior to this launch, the MLIT established an expert committee to define the requirements for Circular Economy Ports. Selection criteria include the expectation of steady cargo volumes, the concentration of recycling facilities, the ability to handle small-lot or joint transport, and a commitment to environmental considerations. The ministry also intends to upgrade existing Recycle Ports to Circular Economy Ports to enhance their functionality.

The selection process relies on applications submitted by port managers. The application period closes on 30 June 2026. Following a review in July, the ministry plans to announce the selected ports in early August.
