Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) announced the registration of 17 new “Kawamachi-zukuri” plans, a national programme aimed at revitalising towns by developing their riverside areas. This latest addition brings the total number of registered projects across the country to 303.
The newly approved plans comes from around the country, from projects along the Chikuma River in Nagano Prefecture to the lower Komaru River in Miyazaki Prefecture. The Kawamachi-zukuri, or “river-town revitalisation,” programme empowers local governments to transform riverbanks into assets for tourism and community life.

Under the scheme, local authorities can develop public spaces that are more resilient to flooding while also encouraging private-sector investment. The goal is to create vibrant areas featuring amenities such as cafes, cycling routes, and campgrounds that integrate seamlessly with the natural river environment.
Support for registered projects is a key component of the programme. According to the ministry, this includes assistance with building infrastructure like promenades and flood-resilient embankments. The programme also provides regulatory tools, such as designating riverbanks as “Urban/Regional Regeneration Use Zones,” which formally permits the operation of commercial enterprises like markets and cafes. The registration process is open to municipalities, public-private partnerships, and in some cases, private-sector applicants who later gain formal backing from their local city.
The continued expansion of the Kawamachi-zukuri programme signals the government’s continued commitment of using underutilised public spaces to drive sustainable urban development.
