Representatives from the United Arab Emirates (UAE) Ministry of Transport recently visited Cat Cafe MOCHA in Shibuya, Tokyo, to learn about Japan’s animal welfare practices. The visit was held last week on November 13, and was part of an initiative to explore best practices in animal care as the UAE seeks to strengthen its animal welfare legislation, particularly in addressing its growing stray cat population.
The delegation included Reem Obaid Hantoush Al Ali from the UAE’s Animal Welfare Department. The UAE currently faces challenges related to stray cats, prompting the ministry to examine how Japan’s animal welfare policies are implemented in a commercial setting. Cat Cafe MOCHA, known for its comprehensive cat care management, was chosen as a study point for its practices.
During the visit, the representatives explored how Cat Cafe MOCHA ensures the health and safety of its cats while maintaining a welcoming environment for customers. They examined the company’s operational protocols, including its hygiene management systems, cat welfare policies, and collaboration with veterinary professionals.
Re Pot Co., Ltd., the operator of Cat Cafe MOCHA, shared its practices on maintaining optimal living conditions for the cats, such as regular health check-ups, thorough cleanliness routines, and compliance with Japan’s Animal Welfare Act. The company emphasized its commitment to balancing animal care with a positive customer experience.
The visit also facilitated discussions on how animal cafes can play a role in public education about animal welfare. The UAE representatives expressed interest in how such businesses could be adapted within their cultural and legal framework to address their domestic animal welfare goals.
Looking ahead, both parties expressed a desire for continued knowledge exchange. The UAE delegation aims to develop legal frameworks that prevent the proliferation of stray cats, potentially incorporating elements inspired by Japan’s animal welfare system.
